Physical paper Certificate of Savings: what changes until November 2029

Residents in the municipality of Fronteira who still keep physical paper Certificate of Savings must proceed with their conversion into the electronic format. According to the Municipality of Fronteira, this procedure specifically covers series A, B, and D and stems from an initiative promoted by the Treasury and Public Debt Management Agency, in collaboration with the Directorate-General for Local Authorities.

The transition process to the book-entry format began on January 5, 2026, and runs until November 29, 2029. The local authority indicates that the formalization of the change must be requested directly by the holders themselves, requiring an in-person visit to a CTT network store, with prior booking recommended on the digital postal portal, or to a Citizen Shop authorized for this purpose.

To successfully carry out the operation, citizens must bring their physical paper certificates, as well as their Portuguese personal and tax identification documents, which are required for confirmation and mandatory data updating. The official source adds that proof of IBAN, tax address, and professional status are also required, in addition to the indication of mandatory contacts, namely email address and mobile phone.

The municipal notice highlights important consequences for those who do not meet the deadline. Certificates from series A and B that are not converted by November 29, 2029, will be subject to automatic amortization. The respective amount will be transferred to the demand balance of the savings account at IGCP, ceasing to generate interest as of that same date.

Another relevant change introduced since last January 5, 2026, concerns the elimination of the figure of the authorized mover. Thus, management and movement will henceforth be carried out exclusively by the account holder or by an attorney properly empowered with specific powers for this purpose.

Relying on the transmission upon the death of the holder of series A, B, and D, the local authority clarifies that the process must now be carried out obligatorily through digital registration in the heirs' accounts, which implies the definitive invalidation of the paper documents.
